Going to DC during spring break.. Will the Cherry Blossom Trees have anything?

We are planning a trip to DC next month (March) from the 11th through the 17th. We were hoping to see the cherry blossoms but I am not sure if they even start to blossom during that time. I know that the festival is from March 27 through April 4th which is their projected peak time but does that mean the trees will be naked during the time we are there? Or.. will they be at least 20% bloom?
