My computer's toolbar and bar at the top of the screen looks classic? I use a Vista 32 bit Operating System.?

I mean it looks like it came from old version of Windows like 95,98, 2000 and even XP it has the old classic gray "x" button at the top right not the red one that Vista has and I can't seem to change it back. Please help me because I hate it and it's annoying but I can't work things out at this point.
